Boris Johnson Won’t Axe The Unit That Tackles Race Equality — But Activists Aren’t Celebrating Just Yet

The cabinet office unit charged with tackling racial equality in Britain has not been axed by the new prime minister Boris Johnson despite fears that its future was on the line.

Following days of uncertainty, Number 10 confirmed to BuzzFeed News on Thursday that the Race Disparity Unit set up by Theresa May — and the race disparity advisory group that works alongside it — will “continue as normal,” BuzzFeed News can reveal.

While the chair of the advisory group welcomed the news, race equality activists expressed caution, and have warned “the devil is in the detail”.

The Race Disparity Unit was created by May in 2016 following her first speech as prime minister when she pledged to tackle society’s “burning injustices”. Since then, the unit has completed a consultation on ethnic minority pay and conducted a review on school exclusions which disproportionately affects black and mixed ethnicity pupils.

After May was forced to step down, sources told BuzzFeed News that calls for new prime minister Boris Johnson to commit to the unit had gone unanswered, fuelling concerns that the progress the unit had been making would be undone.

During the Tory party leadership race, Johnson was the only contender who failed to make a diversity pledge which called on candidates to “maintain and build upon the race disparity audit” and commit to tackling criminal justice inequality.

However, a spokesperson from the Cabinet Office told BuzzFeed News that both the unit and the advisory group set up to compliment it would continue its work “as normal” and said there would be no changes to personnel.

Simon Woolley, who chairs the group, told BuzzFeed News: “We’ve done great work, groundbreaking work, with the Race Disparity Unit. One, you have to lay bare the uncomfortable truth.Secondly you have to have an action plan to close the gaps to deal with the problem and we’ve done that around race disparity, ethnic minority pay gaps and education.

"But there’s still so much to do and we just want to get on and do it, regardless of who the leader is, regardless of which party is in government, this work has to be done.”

A senior MP has branded Boris Johnson’s government “petty” and “imperious”, after she was given two weeks by Tory whips to clear out her office — despite telling them that a close relative was gravely ill.

Sarah Wollaston, who defected from the Conservatives earlier this year, also accused government whip Mike Freer of entering her office without permission while she was out.

Wollaston said it was part of a “vindictive” campaign by Johnson’s team to undermine her role in parliament, where she serves as chair of both the health select committee and the powerful liaison committee, which holds the prime minister to account.

A former doctor, Wollaston served as Conservative MP between 2010 and February this year, when she defected to the Independent Group. She later quit the newly formed party and now sits as an independent MP.

Allocation of MPs’ offices is in the control of party whips but Wollaston said the government under Theresa May never sought to take her office back.

However, within a week of Johnson becoming PM, his team is now demanding that she clear out within two weeks. She has instead been allocated a smaller office nearby which, she claims, will make it far more difficult to carry out her parliamentary business.

Two senior Conservative MPs vowed to defend the Cayman Islands' company ownership battle with the UK — while on a free trip to the Caribbean tax haven last month worth nearly £17,000.

Tory grandees Sir Graham Brady and Sir Michael Fallon travelled to the islands for five days at the end of June on a lavish junket paid for by the Cayman government.

The tax haven, along with other British overseas territories such as the British Virgin Islands, have been at the centre of a major transparency row over company rules which allow the super-rich to conceal their assets behind shell corporations registered there. Transparency campaigners say these jurisdictions play a key role in facilitating corruption, money laundering, tax evasion and other illicit financial activities.

Theresa May’s government had sought to force overseas territories to publish unprecedented levels of information about who owns companies in their jurisdictions, but delayed the attempted crackdown following opposition from places such as the Caymans.

Last year, the UK’s National Crime Agency warned its efforts to combat money laundering on the islands were being frustrated by the Cayman government. "We can generally get from them clear, unambiguous beneficial ownership information,” the agency’s director Donald Toon said in relation to overseas territories, “but we are having a difficulty with Cayman.”

The Cayman government is concerned that the new UK government led by Boris Johnson may impose more transparent beneficial ownership registers on its overseas territories, in order to make it harder for the ultimate controllers of offshore assets to keep their identities hidden.

On 27 June, Brady, who until recently was chair of the powerful 1922 Committee of backbench Tories, and Fallon, the former defence secretary, flew to the territory in their roles as members of the All-Party Parliamentary Group for the Cayman Islands.

The trip was ostensibly organised to mark the 60th anniversary of the Cayman constitution, with the itinerary including meetings with the Islands’ governor, as well as government ministers and members of the opposition.

Brady’s wife also made the trip, with the couple’s flights and accommodation worth £10,459 provided by the Cayman Islands Government Office. The Cayman government paid £4,241 so the Bradys’ flights could be rearranged, according to the register of members’ interests.

Fallon declared travel and accommodation worth £6,217.99 paid for by the Cayman government.

But both Brady and Fallon did more than celebrate the happy occasion on behalf of the UK, BuzzFeed News can reveal.

In a televised interview with local TV station Cayman 27, Brady defended the territory’s position on beneficial ownership registers, claiming that open public registers could leave those who own assets in the Caymans “exposed to danger”.

Under the headline “UK MPs Pledge to Keep Up Fight on Beneficial Ownership Registries”, Cayman 27 reported: “Those representing Cayman in London said they will continue to press for fairness in the push for access to information on those who own assets here.”

Brady told the channel: “I think it is important we continue to make the case for a sensible balance that protects the rights and the safety of the some of the individuals who might be exposed to danger from completely open public registers.”

Speaking in front of a banner emblazoned with the words “Celebrate Cayman”, the senior Tory MP added that the UK should “recognise the great steps forward and the very genuine spirit of engagement shown by Cayman”.

Fallon was quoted by Cayman 27 as saying the issue of beneficial ownership was a matter of securing the Cayman Islands’ future.

“There’s a success story here, an enormous success story that helps add value to Britain, adds value to British pensions and is a well regulated financial centre for the rest of the world. There is a success story here and we should not jeopardise that,” the former defence secretary said.

Brady told BuzzFeed News: “The Cayman government rightly makes all this information freely available to tax authorities and law enforcement agencies around the world.”

Fallon did not respond to a request for comment.

Eric Bush, the Cayman representative in London, has previously spoken about the territory’s efforts lobbying the All-Party Parliamentary Group on the Cayman Islands.

“Visits to the UK by the Cayman Islands premier and ministers have proved invaluable in re-establishing ourselves in a positive manner within Westminster and with parliamentarians,” he has said.

“Having an active and engaging All Party Parliamentary Group is very beneficial for the Cayman Islands. As matters arise within the UK or European Union, generally, or specifically in parliament, or in Brussels, we now have a core group of UK parliamentarians that will fight our cause with relevant, up-to-date information to ward off opposition, or those who would intend us ill-will.”

Labour MP Margaret Hodge, the former chair of the Public Accounts Committee who has campaigned for greater transparency in British overseas territories, told BuzzFeed News:

“Most people will be shocked that two senior members of Parliament accepted expensive free trips to a British tax haven. The only reason for giving these MPs a free trip was to encourage them to thwart and oppose the will of Parliament where there is a strong majority in favour of open registers of beneficial ownership.

"There is a simple reason for our wanting this transparency. Transparency is a powerful tool in stopping money laundering and tax evasion. All UK MPs should support this move.”

Prince Harry opened a conversation about racism and unconscious bias in an interview that will appear in British Vogue's September issue, which is guest-edited by his wife, Meghan, the Duchess of Sussex.

His comments, which have been met with mixed reviews, emerged from an interview with world-renowned ethologist Jane Goodall and come as some parts of the British media have been accused of racism towards the duchess.

In their candid exchange, the conversation about the environment and animals drifted into a discussion about race.

Harry complimented Goodall, a leading expert on animal behaviour, and said: "What I love about your work is that you focus on the younger generation. [When] you start to peel away all the layers, all the taught behaviour, the learned behaviour, the experienced behaviour, you start to peel all that away and at the end of the day, we’re all humans."

Goodall agreed with him and said: "Especially if you get little kids together, there’s no difference! They don’t notice, “My skin’s white, mine’s black,” until somebody tells them."

Harry then went on to say that many people don't understand unconscious bias. "Despite the fact that if you go up to someone and say, 'What you’ve just said, or the way that you’ve behaved, is racist' — they’ll turn around and say, 'I’m not a racist.'

“I’m not saying that you’re a racist. I’m just saying that your unconscious bias is proving that, because of the way that you’ve been brought up, the environment you’ve been brought up in, suggests that you have this point of view — unconscious point of view — where naturally you will look at someone in a different way. And that is the point at which people start to have to understand."

He added: "You can only be taught to hate. What can we learn from nature? People always say, 'There is nature, then there is us.'

"But we are part of it — we are nature. Unless we acknowledge we are part of this cycle, then we’re always going to be fighting against it. Inevitably, because we’re so good at destruction, we’ll end up winning and nature might end up losing."

This isn't the first time that Harry, who is now the father of a son of mixed heritage, has addressed issues of race. After news that he was dating Meghan Markle broke in 2016, the royal took the unusual step of issuing an open letter addressing negative news coverage she had received.

The strongly worded 400-word letter condemned the "wave of abuse and harassment" Meghan had been subjected to, from comment pieces with “racial undertones” and "the outright sexism and racism of social media trolls and web article comments".

Following Sunday's announcement that the duchess would become the first guest editor in Vogue's 103-year history, she was criticised by several columnists and TV pundits for doing so — even though royals including future king Prince Charles have done similarly in the past.

The prince, who infamously once dressed as a Nazi for a laugh, was criticised for some of his past behaviour.

Prince Harry (previous hits: dressing for fun as a Nazi and calling a fellow soldier a ‘P***’ and a ‘r**head’) today solemnly warns the world to beware ‘unconscious’ bias when it comes to racism.

Some Twitter users, however, quickly came to his defence.

Kevin Feige Confirms More LGBTQ Marvel Heroes Across Phase 4

On the Hall H stage during the Marvel Studios panel last Saturday night, actress Tessa Thompson got a big cheer when she said that as the king of New Asgard, her character, Valkyrie, “needs to find her queen” in the upcoming Thor: Love and Thunder. That was confirmation that we’ll get to see deeper aspects of her life explored on screen in the new sequel, and specifically that the movie will address her bisexuality after a scene that alluded to it was cut from Thor: Ragnarok.

And Valkyrie isn’t the only LGBTQ Marvel Studios character on the horizon: Kevin Feige confirmed that more were on the way, and we won’t have to wait long to see them.

In an interview with io9 after the Comic-Con panel, Feige was asked if we’re getting an LGBTQ-friendly story in Thor: Love and Thunder and how that might impact Valkyrie’s story:

“The answer is yes. How that impacts the story remains to be seen. But that level of representation you will see across our films, not in just Thor 4.“

Speaking with Collider, Feige also confirmed that The Eternals, another project which was officially announced during the presentation, will feature LGBTQ representation in its characters, but it’s unclear if any other movies will feature LGBTQ heroes (or villains).

Joe Russo played a gay character in Avengers: Endgame in a very small role during a support group scene with Captain America, but Thompson’s Valkyrie is the first full-fledged LGBTQ MCU hero. The actress revealed that the character is bisexual back in October of 2017, although arguably the only scene that truly hammered that point home was cut from the movie before its release. “There were things that we talked about that we allowed to exist in the characterization, but maybe not be explicit in the film,” Thompson said at the time. “There’s a great shot of me falling back from one of my sisters who’s just been slain. In my mind, that was my lover.”

Fans were happy to see Thompson outspokenly reveal Valkyrie’s sexuality on Twitter back then, but a little disappointed that the movie itself didn’t do more to establish it. But it sounds like Marvel is no longer afraid of embracing a more inclusive approach to its characters, and we suspect that Valkyrie and an Eternals character won’t be the only LGBTQ Marvel characters who emerge in Phase 4.

The Eternals hits theaters on November 6, 2020, and Thor: Love and Thunder arrives on November 5, 2021.
